Lucia A. Dowling, 74, of Malone, died December 4, 2025 at Aurora Medical Center in Oshkosh. She was born December 13, 1950 in Santiago, Chile, the daughter of Luis Miguel Araya Moncada and Maria Evangelina Arriagada Corro. Lucy earned her bachelor's degree from Universidad de Santiago de Chile (USACH) and her master’s degree from Arkansas State University. On August 27, 1977 she married Paul E. Dowling in Santiago, Chile.

Lucy taught Spanish at Lomira High School from 1986 until her retirement in 2010. Her Lomira Family was so important to her. She was very active in the foreign exchange program and the International Club. She was also a member of the Soroptimist Club and United for Diversity.

Lucy was a proud Chilean and very passionate about promoting cultural diversity and showcasing Chilean culture in the community. Due to her personal experience during the Chilean Military Coup in 1973, she became a tireless Human Rights Advocate. She was also passionate about politics and a prominent member of the local Democratic Party. Over the years, Lucy wrote countless newspaper editorials and would regularly call in to radio and TV shows like CSPAN.

In her later years, her hobby of investigative journalism intensified with the rise of social media. She was very active on twitter with the handle “Chilense” where she commented on current events and all the latest political stories.

Family was everything to her. Her home was always filled with food, music, dancing and, most important of all, laughter. She always had the perfect outfit and make-up, ready for any occasion. Her generosity knew no bounds. If you met Lucy you never forgot her.

She is survived by her husband, Paul Dowling; three children, Maureen (Paul Rolfsmeier) Dowling, Bryan Dowling, and Alejandro Dowling; grandson, Connor Rolfsmeier; siblings, Miguel (Ximena) Araya, Angelica (Angel) Hurtado, Haydee Araya, and Viviana Araya; nieces, nephews, and other relatives. She was preceded in death by her parents.

Cremation has taken place and a private Celebration of Life will be held on her 75th birthday.
